A Alert to Keir Starmer from His Own History: Without Boldness regarding Brexit and the EU, His Party Challengers Shall Be.

Seven years ago, a mere eight words to electrify a Labour conference demonstrating the party was becoming disillusioned with its then leader. Although not exactly soaring oratory, the words were greeted with rapturous applause as most of the hall stood for an impromptu ovation.

As the commotion died down, Keir Starmer, stood at the podium, visibly startled. He was unaccustomed to his speeches producing such a reaction. All he had said was: "Nobody is ruling out staying in the EU". But context is everything.

During that deeply polarized period of 2018, departing from the prepared script like this was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize Brexit voters in working-class seats above the Europhile sentiments of his party. With that single address, this grey-suited shadow Brexit secretary underwent a transformation – albeit temporarily – into a political gambler who championed the party's base against the leadership he later succeeded.

The Shift in Position and Settled Issues

Since then, much has happened, not least to Starmer himself. One of his first acts after taking over in 2020 was declaring the Brexit issue had been settled by the 2019 national vote. During the most recent campaign, he consistently stressed manifesto “red line” promises that forbade re-entry into the EU, the single market or a customs union.

Like his predecessor, the PM's approach has focused on winning Brexit-y voters in target constituencies, even if polling evidence indicates a significant number have passed away or shifted opinion.

Pressure Building on the EU

Yet, the tables have turned and Starmer is now to be an embattled Labour leader. While Europe is no longer the boiling pot in UK politics, the cap that has been kept tightly sealed for five years is beginning to rattle once more.

Both Starmer and Rachel Reeves have ramped up the rhetoric about the devastation caused by Brexit has inflicted on the UK’s economy. It’s a useful stick to criticize the Reform UK leader, who now rarely mentions his flagship policy was once his singular purpose and remains his only real achievement.

Nevertheless, the extent of the economic harm, which by some estimates has left Britain with an economy that is significantly diminished compared to EU membership, dwarfs the minor adjustments thus far implemented by the government. Starmer’s so-called re-set deal agreed with Brussels in 2024 provides gains measured in low decimal points.

Cabinet Divergence & Bolder Ideas

The chancellor is one of those trying to overcome long-standing Home Office resistance to a broader scheme designed to boost growth program for young people by which young people can move between the UK and the EU for work or study.

The deputy prime minister has pondered publicly about the clear advantages of joining a customs union with the EU, as several Labour backbenchers, including the chair of the powerful finance committee, recently voted for an opposition proposal on joining one.

While the Europe minister, the minister in charge of UK-EU relations, now present at all cabinet sessions, maintains the red lines remain unchanged, there exist avenues to work around them. A proposal involves announce the start of talks immediately for a more ambitious agreement, to be featured in the following election platform, with implementation only if securing a new electoral mandate.

Starmer's Deep-Seated Doubts

Yet, Starmer has most recently damping it all down on the idea by warning rejoining an EU customs arrangement could undermine the trade pacts with America, which he views as key accomplishments of his premiership.

It is understood that Starmer's doubts go still deeper, stemming from several key concerns.

  1. Firstly, he thinks any customs union agreement has been made significantly more difficult as ministers are busily de-aligning from European rules across a range of policy areas, like environmental standards.
  2. Secondly, the exorbitant price set for the UK to join a European defense initiative and the subsequent collapse of negotiations has led British officials that former EU partners have little interest in cutting special deals to the UK and are more focused on demonstrating that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, which has been welcomed by the Kremlin, is viewed by key advisors in Number 10 as grounds for Britain to maintain distance from Europe.

An Alarming Document & Strategic Considerations

This bizarre and terrifying document claims Europe is threatened by “civilizational erasure” due to immigration. It contains a single mention of the UK, found on a proposal that Donald Trump’s administration will intervene in our politics to foster the growth of nationalist movements.

However, instead of concluding that this makes the US an undependable ally, the government reportedly fear that aligning closer with Europe could upset the global balance by endangering precarious American backing for Kyiv, NATO, and other alliances.

Succession Chatter & The Echo from the Past

This situation returns us to 2018. The PM has consistently stated his speech was not a pitch to become leader but merely an attempt to preserve the “option” of staying in the EU being on the ballot paper. Indeed, in those days, Starmer still favoured a “bespoke customs union deal” of the kind he currently seems to reject.

But it’s not been lost on Downing Street have noticed that the Health Secretary, widely considered would stand in any leadership election, is part of a group of senior ministers signaling they want to go further regarding the EU.

Aides to the Deputy Prime Minister, another probable runner in a contest for the top job, maintain she won’t discuss her position regarding a customs pact because it would only “fuel unnecessary gossip”.

The Obvious Danger and A Prudent Reminder

The danger is obvious. Should the PM reject significant moves towards EU alignment, he cedes ground to occupy the space where the overwhelming majority of Labour MPs, members and voters are to be found.

It would be prudent for Starmer to recall the impact that a short phrase had on his career in 2018. There are options for a major proposal on Europe which the PM ought to consider; he should prise them open personally, before someone else makes them his – or her – own.
